Dubai is one of the safest cities in the world, and the primary credit for that goes to the rule of law. When it comes to enforcing rules, Dubai authorities leave no stone unturned. The city has a state-of-the-art security infrastructure and a robust judicial system to keep citizens, residents and visitors safe.

Whenever we visit a new city, it’s advisable to be aware of the important laws. Dubai Police and law enforcement authorities are known for their benevolence but they follow a zero-tolerance approach when it comes to preventing crime. Know the Law

Dh1 million fine: Anyone caught disclosing confidential information without authorisation obtained in the course of, or due to employment, can face jail of at least six months and/or up to Dh1 million in fine.

Dh1 million fine: Anyone who deliberately acquires pornographic materials involving juveniles by using an electronic information system or computer network or website or any other means of infotech shall be punished by imprisonment for a period of at least six months and a fine not less than Dh150,000 and not more than Dh1 million.

Dh500,000 fine: Anyone establishing, managing or running a website or publishing information on the computer network or any other means of information technology to call for or promote the collection of donations without a licence accredited by a competent authority shall be punished by imprisonment and/or a fine not less than Dh250,000 and not more than Dh500,000.

Dh400,000 fine: It is strictly prohibited to publish, view, circulate, produce or be in possession of any visual, audio, video or printed materials or games that target children and elicit sexual or other behaviours that go against principles of public order and morality or may trigger any type of behavioural deviance. According to Article 66 of Wadeema’s Law, violators shall be punished by imprisonment for a period not less than one year and a fine not less than Dh100,000 and not exceeding Dh400,000.

Dh200,000 fine: Anyone found trading in harmful or adulterated food shall be sentenced to imprisonment for a term of no less than three months and/or a fine ranging between Dh100,000 and Dh200,000.

Dh200,000 fine: Anyone found possessing and distributing documents, publications and recordings that provoke hatred shall be imprisoned for a period of not less than one year, and a fine of no less than Dh50,000 and not exceeding Dh200,000.


Dh100,000 fine: Anyone who publicly performs an indecent act shall be subject to a fine of not less than Dh1,000 and not more than Dh50,000. Any repeated incident of public indecency shall be punishable by imprisonment for a period of not less than three months and/or up to Dh100,000 fine.

Dh100,000 fine: Anyone caught begging will be fined Dh5,000 and imprisoned for up to three months. Those operating professional gangs of beggars or recruiting people from outside the country to work as beggars can face imprisonment of over six months and a minimum fine of Dh100,000.

Dh50,000 fine: Anyone who exposes children to torture, violating their physical integrity or committing any act involving cruelty, shall be sentenced to detention and/or a fine of not less than Dh50,000.


Dh10,000 fine: Anyone who publicly and unduly wears an official attire specially reserved by law to a class of persons shall be sentenced to up to one year in jail or a fine of no less than Dh10,000.

Dh10,000 fine: Anyone who publishes by any means of publication the names or photographs of victims or witnesses involved in human trafficking cases shall be punished by imprisonment and/or a fine of not less than Dh10,000

Dh5,000 fine: Anyone who exposes a juvenile to one of the cases of vagrancy, through preparing, assisting, instigating or facilitating to him by any means, even if he does not legally reach the state of vagrancy, shall be sentenced to detention for a term of up to one year, or to a fine of no less than Dh2,000 and no more than Dh5,000.


Dh10,000 fine: If anyone physically assaults another person in any manner and the assault leads to illness or the inability to perform his personal work for a period of 20 days, he shall be punished by detention of up to one year and by a fine of not more than Dh10,000. This penalty shall apply if the assault did not reach a degree of seriousness.

If the assault causes a permanent disability, the punishment shall be increased to a period not exceeding two years and/or a fine. If the assault is perpetrated on a pregnant woman resulting in abortion, this will be considered an aggravating circumstance.

Dh5,000 fine: It is prohibited for the custodian to expose the child to rejection, homelessness or neglect, leaving him/her without supervision or follow-up, refraining from his/her guidance, not handling his/her affairs, not enrolling him/her at an educational institution or leaving him/her without education during the compulsory education stage without due reason. Such offences shall be punishable by imprisonment or a fine not less than Dh5,000.

Whoever forges a copy of an official written instrument or uses a copy of an official written instrument knowing that it is forged shall be sentenced to imprisonment for up to five years.

Whoever escapes after being arrested, detained or placed under protective custody in accordance with the law shall be punished by detention for a period not less than two years.

Any person who intercepts the contents of a telephone call without prior permission by the competent judicial authorities shall be sentenced to detention and/or a fine.

Whosoever, with the intention of misleading justice, changes the condition of persons, places or things, conceals evidence of the crime, or submits false information in that respect knowingly, shall be sentenced to detention.

Any person who uses weapons or models and structures simulating or are designed to resemble weapons or explosives to threaten others shall be punished with imprisonment and a fine, or either of them. The same punishment shall apply to any person who seeks to convert non-firearms into firearms without a licence.
